FYI(STANDARD COMMENT) LICENSED INSTALLER/SERVICE TECHNICIAN An On-Site Installer/Service TechniciaN shall supervise all on-site work on any fire protection system. This On-Site Installer shall have a current Installer Certificate (RBD Wallet Card), on his/her person, while on the job site.
FYI(STANDARD COMMENT) CPVC ROUGH INSPECTIONS: Sprinkler Heads shall not be installed on CPVC piping until CSFD has witnessed a visual rough-inspection of all piping and granted permission to install sprinklers.
FYI(STANDARD COMMENT) CONCEALED SPACES - This plan did not provide any information on combustible concealed spaces. NFPA 13 requires that "All concealed spaces enclosed wholly or partially by exposed combustible construction shall be protected by sprinklers". There are several specific allowances to this section that allow for the omission of sprinklers. If there are combustible concealed areas found during the installation of the system that do not meet the requirements of the NFPA 13, then these areas will be required to be sprinkled. (NFPA 13:8.15.1) IT IS THE RESPONSIBILITY OF THE INSTALLER TO MAKE SURE THAT THE SYSTEM IS INSTALLED IN ACCORDANCE WITH THE STANDARD.
FYI(STANDARD COMMENT) FREEZING CONDITIONS It is the designer's responsibility to provide the building owner with a system design that will continue to function reliably even under adverse temperature conditions. The sprinkler contractor must be conscious of field conditions that may affect the performance of their system, such as drafts, disturbed insulation, installation along exterior walls, etc. and incorporate such conditions into a reliable design.
Attention(STANDARD COMMENT) CERTIFICATE OF INSTALLATION: It is the installer's responsibility to certify through this form (attached to the plans) that the system has been properly installed and tested. NOTE! CSFD will no longer be providing these forms as they are now available online at: https://coloradosprings.gov/sites/default/files/inline-images/installer_certificaiton.xlsx The form is to be filled out in its entirety PRIOR TO THE ARRIVAL OF THE FIRE INSPECTOR conducting the final inspection and/or acceptance test of the system. FINAL INSPECTIONS WILL NOT BE CONDUCTED WITHOUT THIS FORM BEING COMPLETED.
FYI(STANDARD COMMENT) AS-BUILT PLANS All deviations from approved plans shall be documented and submitted to CSFD for archival. Reviews will not be conducted on as-builts, as these field changes are often verified as compliant by the fire inspectors. All as-built plans shall be conspicuously marked as such. Any changes requiring approval prior to Final shall be submitted as a REVISION.
Attention*****(STANDARD COMMENT) SCHEDULING INSPECTIONS 2019 Fee Schedule, --3--- inspections/ --4--- hours (Inspection time is not transferrable) Please call 719-385-5982 Extension 2 to schedule all construction related inspection activities. Due to the dynamic nature of inspectors schedules, PLEASE call your inspection requests in with ample time to allow scheduling. When calling, please have your complete CSFD plan review number(s) ready for each inspection request. ( i.e. 2013-1234 - HS-1) The CSFD Approved sets of plans are to be on site for all inspections.
FYI(STANDARD COMMENT) ROUGH VISUAL INSPECTIONS: Rough Visual inspections shall be completed PRIOR TO any bucket tests or final inspections.
FYI(STANDARD COMMENT) CONCEALED WORK: The fire sprinkler piping shall not be covered up by walls, sheetrock, ceiling tiles, etc... prior to the CSFD visual inspections of the piping. If the piping is covered, and the inspectors cannot inspect it as is required by Fire Code, the walls,sheetrock, ceiling tiles, etc... will be required to be removed. If this means that finished ceilings will need to be removed, this will be required to be done! (IFC 106.3)
FYI(STANDARD COMMENT) PLAN REVIEW/PERMIT FEES: All fire department fees are to be paid prior to issuance of any permits. These fees must be paid directly to the Colorado Springs Fire Department - Development Review Enterprise - at 2880 International Circle - Suite 200-7.

Issues or features that are not presented within the construction documents are assumed to be complaint with applicable codes/standards. It is the responsibility of the building owner to ensure that minimum code requirement are met as established by the Authority Having Jurisdiction, whether of not the requirements are specifically indicated on the submitted construction documents. The CSFD has reviewed the submittal in accordance with the fire code requirements of the 2003 International Fire Code, CSFD local amendments, City Code Standards, and applicable NFPA Standards. All plan review comments are subject to final on-site field inspections, and testing by the CSFD. Review and approval by the CSFD shall not relieve the applicant of the responsibility of compliance with the International Fire Code. (105.4.4)

Disapproved*****(STANDARD COMMENT) DISAPPROVED COMMENTS The following information and/or corrections are needed prior to completing a full plan review. Please respond, in writing on letterhead, to each of the following comments: 1. Correctd setting of PRV. Per the PRV listing, the minimum pressure reduction is 25 psi below street pressure; this would result in a reduced system pressure of 162 psi. 2. The backflow is not listed for pressure over 175 psi. Move PRV below backflow. A control valve must be provided below the PRV per NFPA 13, 8.16.1.2.4. 3. Remote areas 1 and 2: pipe length between nodes 100 and 101 on plans exceeds the pipe lengths used the hydraulic calulations. 3. Remote areas 1 and 2: elevaton between 1st and 3rd floors is 19.292 ft per the elevations shown in calculations, but the pipe length betwen nodes 101 and 102 is only 8.667 ft. 4. Remote area 4: head 1 requires a minimum flow of 18 gpm at 13.5 psi, but this head is noly flowing 16.97 gpm in the hydraulic calculations. Also review the disapproved plans for additional written comments prior to submittal of new plans.

Remote Area 2 pipe length from node 103 to TOR is shorter than scaled on plans and risers for under breeze ways are not accounted for. 2. Cut sheets for backflow do not show an 1 1/2" backflow. Backflow take out cannot be verified. Provide correct backflow cut sheets. 3. Provide cut sheets for Pressure Reducing Valve and take out for pressure reduction and pressure setting in calculations. 4. The unit on the other side of the breeze way has four heads in one area. Doe this unit have a greater demand in pressure and flow than the unit used for remote area 2? 5. Remote area 1 head 1SW does not meet the minimum flow listed on the cut sheets for head TY4334. 6. Is head TY2334 in the head legend actually TY4334? 7. Remote Area 1 calculations not reviewed. 8. Remote Area 3 - provide code reference, ceiling height and calculation for remote area reduction. 9. Please respond, in writing on letterhead, to each of the following comments: 1. Graphic representation of scale is not provided as required. Provide a graphic scale 2. Cut sheets are not provided for the noted tyco heads in the legend. Provide correct cut sheets for what you intent to install. 3. Cut sheets were provided for heads NOT indicated in the legend. 4. Cut sheets were not highlighted as to models being used - particularly with regard to dry sprinklers (you must identify the barrel length to be installed) and the length of the flex fitting you plan to use. 5. Plans are missing the hydraulic nodes on the layouts and the hydraulic placards for each building. 6. Water supply information was not reduced 10% as required. 7. Buildings are not identical - you only provided hydraulic calculations for Building 1. Is this the most hydraulically remote/demanding building? Please clarify this infomration on the plans. No review of hydraulic calculations, and due to lack of proper cut sheets I did not do a complete review on the layout. I do not recommend submitting all three buildings on one plan set if they are not identical. A disapproval of one building, will trigger disapprovals of all others in the same plan set. Also review the disapproved plans for additional written comments prior to submittal of new plans.

FYI*****(STANDARD COMMENT) WORK AT RISK: On --4/16/19--- approval was granted by --FPE Taylor---- for sprinkler work to begin by --Advanced Fire Systems--- without approved plans or permits. Any changes or modification required through plan review will be required. No inspections will be conducted without approved plans and permits.
