FYI(STANDARD COMMENT) REVIEWS: 2015 IFC 105.4.4 Colorado Springs Fire Department construction reviews are based upon information provided on the drawings and/or the attached reference material. Issues or features that are not presented within the construction documents are assumed to be complaint with applicable codes/standards. It is the responsibility of the building owner to ensure that minimum code requirements are met as established by the Authority Having Jurisdiction, whether or not the requirements are specifically indicated on the submitted construction documents. The CSFD has reviewed the submittal in accordance with the adopted fire code requirements, CSFD local amendments, City Code Standards, and applicable NFPA Standards. All plan review comments are subject to final on-site field inspections, and testing by the CSFD. FYI(STANDARD COMMENT) IMPACT TO EXITING AND/OR FIRE PROTECTION SYSTEMS Egress components and fire protection systems that may be negatively impacted by your scope of work will be required to comply with the currently adopted fire code. As an example, if your work increases the occupant load of a space, the existing egress components will be required to comply with the requirements of the new occupant load.
Attention(STANDARD COMMENT) CONSTRUCTION SPLICES You are strongly encouraged to have any splices that may occur during this project, reviewed by CSFD. Failure to do so, can result in coordination issues that could prevent a final inspection from being completed, thus delaying the issuance of a Certificate of Occupancy.
FYI(STANDARD COMMENT) GATES Gates securing the fire apparatus access road shall comply with all of the following criteria: 1. The minimum gate width shall be 16 feet (4877 mm) or as wide as necessary to facilitate the required turning radius. 2. Gates shall be of the swinging, sliding, or specifically approved lift type. 3. Construction of gate shall be of materials that allow manual operation by one person. 4. Gate components shall be maintained in an operative condition at all times and replaced or repaired when defective. 5. Electric gates shall be equipped with a Knox electronic override switch for all inbound directions of travel and any outbound direction of travel where automatic opening of the gate when a vehicle is present does not occur. 6. Manual opening gates shall not be locked with a padlock, or chain and padlock, unless they are provided with a Knox# padlock in series with the padlock, or chain and padlock. 7. Locking device specifications shall be submitted for approval by the fire code official. 8. Electric gate operators, where provided, shall be listed in accordance with UL 325. 9. Gates intended for automatic operation shall be designed, constructed and installed to comply with the requirements of ASTM F2200. 10. Electronically operated gates must stay open a minimum of 30 seconds when the Knox electronic override switch is turned on/off and must remain in the open position when the switch is turned on and left on. 11. A Knox fire department decal shall be placed adjacent to the Knox electronic override switch unless other approved fire department marking is provided. (2009 IFC ?506.1.1, ?D103.5)
FYI(STANDARD COMMENT) 150-FOOT ACCESS Fire apparatus access roads shall be provided for every structure constructed or moved into or within the jurisdiction and shall be extended to within 150-feet of all exterior portions of the first story of any building. 2009 IFC 503.1.1
FYI(STANDARD COMMENT) TIMING OF INSTALLATION OF ACCESS ROADS Fire department access roads shall be made serviceable prior to and during the time of construction except when approved alternative methods of protection are provided. (2009 IFC 501.4)
FYI(STANDARD COMMENT) ACCESS FOR FIREFIGHTING Approved vehicle access for firefighing shall be provided to all construction/demolition sites. Vehicle access shall be either temporary or permanent roads, capable of supporting vehicle loading under all weather conditions. Vehicle access shall be maintained until permanent fire apparatus access roads are available. (2009 IFC 1410)
FYI(STANDARD COMMENT) WATER SUPPLY REQUIRED ON SITE Required water supplies for fire protection, either temporary or permanent, shall be made available as soon as combustible material arrives on the site. It is the responsibility of th owner or their designated representative to ensure an approved water supply is provided (2009 IFC 1412)
FYI(STANDARD COMMENT) FIRE FLOW TESTING - NEW HYDRANTS: All actual hydrant flow tests shall be conducted prior to the start of construction or the arrival of combustible material on site. It is the responsibility of the owner or their designated representative to ensure an approved water supply is provided.
FYI(STANDARD COMMENT) FIRE FLOW TEST RESULTS REQUIRED - EXISTING HYDRANTS: Actual hydrant flow test results dated within 5 years shall be provided prior to the arrival of combustible material on the construction site.

Be sure to provide them with a CSFD plan review number to include with their flow reports. CSFD need not be present when City Utilities flow tests hydrants as we will accept their reports. PLEASE ALLOW 1-2 WEEKS NOTICE PRIVATE HYDRANTS: Contact your assigned inspector to schedule a flow test of PRIVATE OWNED hydrants. A contractor capable of performing the test will be required as CSFD Inspectors WITNESS only. CSFD will not accept flow test results we have not witnessed.

FYI(STANDARD COMMENT) PREMISES IDENTIFICATION DURING CONSTRUCTION Temporary address numbers shall be posted at the entrance to the construction site. The numbers shall be legible and visible from the street(s) or road(s) on which the building is addressed. The address numbers shall be at least 12 inches in height. Temporary signs may be made of wood, plastic, or metal. They shall be weather resistant and be maintained until replaced by permanent address numbers.

FYI(STANDARD COMMENT) EXIT SIGNS AND EMERGENCY LIGHTING: Exit Signs and Emergency Lighting shall be in compliance with the adopted building and fire code. Paths of egress will be verified to be compliant, even if they are beyond the scope of work. If your scope of work impacts the means of egress, i.e. a new conference room - the path of egress beyond that scope of work will be verified to make sure occupants can safely egress the building.
FYI(STANDARD COMMENT) LOCKING HARDWARE: All locking and latching devices shall comply with the requirements of the adopted building and fire code.
FYI*****(STANDARD COMMENT) FIRE PROTECTION SYSTEMS The following systems are present or required in this facility: --XX---Fire Alarm System --XX---Water-Based Suppression System (fire sprinklers, standpipes, etc) -----Commercial Kitchen Hood Suppression System -----Special Hazard Extinguishing System --XX---Elevator Recall --XX---2-Way Communications for Elevators Applicable Fire Protection System plans shall be submitted to the CSFD Construction Services office in the Regional Development Center.
FYI(STANDARD COMMENT) ELEVATOR RECALL Elevator recall is required to be provided, and it must be tied into the fire alarm systems as per adopted code requirements. In facilties without a building fire alarm system, the smoke detectors for elevator recall shall be connected to a dedicated fire alarm system control unit that shall be designated as "Elevator Recall Control and Supervisory Panel" and this panel shall be located in a normally occupied location.
FYI(STANDARD COMMENT) ELEVATOR 2-WAY COMMUNICATION Per Section 1007 of the adopted fire and building code, 2-way communication is required to be provided at the elevator landings above or below the level of exit disharge.

NOTE: AS OF 3/10/2008 - A note from RBD Enumerations has indicated that BUILDINGS A & F have separate addresses. (Bld A = 1808 Spring Water Point and Bld F = 10855 Hidden Pool Hgts)

Attention(CHAMPLIN) - RE-REVIEWS (commercial construction plans only) Rereviews may be submitted back to the CSFD by direct submittal at the Development Review Enterprise counter (2880 International Circle, Suite 200-7), or through the Regional Building Department's routing system. In addition to resubmitting, you may also schedule a rereview meeting. Depending on the complexity of the rereview, FPE Vernon Champlin may meet with you to perform the rereview. You may contact Vernon at (719) 385-7351. Re-reviews are typically turned around in a faster manner than the original review.
FYIHYDRANTS: Fire hydrants are to be painted in compliance with national color coding standards. These standards are used to allow the fire department emergency crews a quick way to decipher how much water would be available from a fire hydrant. This is determined by actual water flow tests of the fire hydrants. It is imperative that the color coding is accurate. To insure this accuracy contact the Colorado Springs Fire or Water Departments for additional details.
FYION SITE FIRE HYDRANT FLOWS: Prior to the time of fire final inspections on all new construction sites, it will be the responsibility of the owners, general contractor, or site manager, to have all new fire hydrants, and private water systems flow tested. Because the Fire Code states all hydrants are to be installed and in service PRIOR to any construction being allowed, these hydrant tests shall be conducted before on site construction is started. As with any new or revised fire protection system, the Fire Department (or Colorado Springs Utilities) will need to witness all tests to verify the system will meet the fire flow requirements established during the plan review process. If this test occurs without a proper witness on site, it will be deemed unacceptable by the inspector thereby delaying our final approval of the project.
FYIINSPECTOR EMBRES - STATIONS 12, 14, 18, 19: Colorado Springs Fire Department Inspectors schedule their own inspections. Based upon geographic location of this project, your assigned Inspector is Rhonda Embres. You may contact her at 719-385-7369 to schedule all construction related inspection activities. GENERAL-INSPECTIONS-PLANS & SCHEDULING. A minimum of 48-hour notice is required for all inspections. Due to work loads, holidays, meetings, vacations, etc...the CSFD cannot guarantee a 48 hour turnaround on all inspections. PLEASE help yourself by helping us - call your inspections in with ample time to allow adequate scheduling. When calling, please have your complete CSFD plan review number(s) ready for each inspection request. ( i.e. 2005-1234-CN-1 or 2005-0012-SP-1)
FYISHELL BUILDING - This building is being constructed as a SHELL BUILDING ONLY at this time. Several important issues will not be able to be verified at the time of the shell construction because of the building SHELL status. NOTICE: It is important to realize that tenant finish decisions may require expensive modifications to the existing shell building.
FYIASSEMBLY OCCUPANCIES are required to have the following: Assembly occupancies are to be under constant supervision by adults at all times they are open to the public. All decorative materials are to be fire treated. All exit doors are to remain un-obstructed at all times. Fire alarm systems and sprinkler systems, when required and/or installed, are to be in working operation. ALL EXITS are to have PANIC HARDWARE and at no time shall it be locked or obstructed. Exit pathways to be kept clear at all times. Folding or loose chairs, when used in excess of 300, shall be bonded together in groups of 3 or more. Occupant loads shall be posted. Use of candles is restricted by fire code. Overcrowding is not permitted.
