Councilmember and Committee Chair Val Snider opened the meeting at 8:30 a.m.

Introductions

Introductions were made by all present and Chair Snider outlined the first meeting by saying that the Committee is in the information gathering stage and not in the stage of making decisions on the Committee outcome.  For now, these work sessions will not include public comment.  The Committee is planning separate public input sessions in March.

Legal Briefing

City Attorney, Chris Melcher, discussed an overview of some of the legal issues regarding the gas and oil industry. He also discussed the issue of Committee members falling under the City’s Conflict of Interest laws.

Committee Objectives, Outcome, Planning Processes

Committee reviewed internal processes and objectives and will make final approval at the next meeting.  It was decided that when a Committee decision needs to be made, the Chair will accept a motion from a Committee member.  When the motion receives a second, the Committee will vote as a whole.

Presentation

Ward Polzin, of Tudor Pickering Holt, Investment Bankers, discussed the Niobrara shale oil play as it relates to oil and gas exploration in Colorado.

Open Discussion

It was decided that Councilmember Angela Dougan will be the spokesperson for the Committee.

 Actions for Next Meeting

• Each Committee member will bring back dates they are available for a site visit
• Follow up with CIG to discuss pipes and pipelines
• Oil and Gas community website will be posted by February 2, 2012

Next Meeting Feb. 2, 8:30-11:30 City Hall, amended to meet 8:30 – 11:00
