Councilmember and Committee Chair Val Snider opened the meeting at 8:30 a.m.

 

Introductions

Introductions were made by all present and H. Boigon introduced Brad Miller.

Presentation – Oil and Gas Exploration and Production Process Brad Miller, GM of Regulatory Affairs with Anadarko Petroleum, discussed the life cycle of a well.

Legal Briefing

City Attorney, Chris Melcher, was not able to attend today’s meeting.

Open Discussion

  •  What are the long-range plans for Ultra Petroleum (Ultra) in Colorado Springs?
  • It was suggested that the Committee engage in conversations with Ultra as soon as possible regarding additions the City may want to include in their Agreement with Ultra.  These issues may include: traffic regulations, mineral versus gas and oil only rights, traffic, infrastructure and security.
  • What role will the City take in local regulations?
  • Our Local Government Designee (LGD) is Dick Anderwald
  • The Committee learned that Colorado has the most comprehensive Hydraulic Fracturing Rules (Rule 205A) in the nation.

Actions for Next Meeting

  • Continue discussion on the February 29, 2012, trip to Greeley, Colorado, to visit an operational well pad site.

Committee Chair Val Snider adjourned the meeting at 11:00 a.m.
